Rare earths are not rare, just dirty to refine. China does not care about the environment, so China has the trade in these minerals.

China has provided these minerals at such a low price that it was not viable to open competing mines. There are alternative deposits, but it will take a few years for the necessary mines & processing plants to be built. And that will only happen if governments can provide assurances that they will be able to sell their stuff at a profit even if China lowers the prices again.

While China holds most of the world's neodymium, the US holds most of the world's money. The US can collapse China's economy in a matter of weeks with tariffs or in one day with sanctions. Once that happens the warlords who control those minerals will be happy to trade it for food.

China doesn’t hold the global supply of rare earths at all, it does though dominate the supply of those processed minerals.

China processes more than 90% of rare earths, but more importantly they own the patents on the magnets, so no one can produce them without their authority. So wishing good luck to the auto industry in the USA and everywhere else.
