For purposes of a chair that does away with the limitations of a real one, consider the spell Tenser's Floating Disk. With some minor tweaking you could easily convert that into Tenser's Floating Chair. Just make it so that the player can control the chair in addition to allowing it to follow them. Once you've done that, the only other glaring issue would be the ability to climb and jump. Jumping is a much easier problem to solve. Just use the normal jumping rules. Flavor it so that the player forces the chair down momentarily and uses the rebound of the magic to propel themselves forward. Like trying to force a beach ball underwater.
As far as climbing goes, i'm genuinely stumped on how you could make that work without giving the chair a limited flight ability. Depending on the level of your game, i would hesitate to grant your party flight unless you're prepared to handle it. Giving a challenge to flying PCs at low levels can be difficult to pull off without it feeling oppressive.
Just a few thoughts if there are any DMs out there struggling with this.

If I were DMing for someone that wanted a character to use a wheelchair i really only see 2 ways of going about it. Either you handwave the downsides with some magic chair or some new technology that gives you all the same mobility of someone walking.
Or you could build that limitation into the character and find unique ways to allow it to be used to their advantage. I dunno, maybe you need to chase a dude through the streets and the only reason the party can catch up to the dude is because there's a downhill bit and the chairsurfer is able to catch up. Hell, i'd even say that they counted as mounted for combat purposes. Imagine a jacked fighter coming at you with a chair modeled after a chariot couching a lance into a goblin. That's just awesome. If the party runs up against something that makes the chair unusable, make sure to leave in enough wiggle room for the party to come up with a solution outside of leaving them there. But, i do think that there need to be situations where the chair is a drawback, otherwise it becomes a buff which isn't fair to the rest of the party that isn't getting a free buff.
Definitely a situation that would require a conversation between player and DM to iron out the expectations.

I imagine if there was a disabled character they would use a variety of methods, with the wheelchair being used to fill in when needed. Mounts might not be allowed in certain social situations, flight often has duration or concentration issues. Teleporting often has limited uses. Wild Shape limits what you can do.

I always say that the mindset of "Representation Is Key" is the greatest Creativity killer. Everything has to make sense. A hero in wheelchair in a world where people can levitate and bring objects to life does not make sense
