It's a beautiful detail animated in Studio Ghibli's Spirited Away. Didn't have to be animated, they could have designed the character costume to not need this, but animators attention to detail and cultural sensitivity absolutely makes that movie.

As many people here have said Iāve heard of this and only found maybe 1 or 2 tutorials for this technique but only on fully Japanese websites or with Japanese text descriptions.
