Well, each castle in Westeros needs to have a massive breeding program for ravens This is because, in order for a message to be sent from one castle to another, the sender needs to give the receiver a bird that is specifically rained to fly back to the sender's castle. That's right; homing instincts only work for a bird's home location. So if you release a raven from Castle Black, it will fly back to Castle Black, and that's it; unless someone takes the bird with them back to Winterfell. In that case, the Castle Black Raven will carry the message to its home from Winterfell. Therefore, in order to keep the message exchange flowing smoothly, each Maester has to send someone out with hundreds of birds to all the other castles in the realm. This ensures that there are always multiple birds available in case of a multi-letter exchange.
