Bar keepers powder cleanser. Mix it with a bit of water and form a paste, let that sit for 20 to 15 mins on the pan. You won't have to scrub as hard, and it'll look as close to new as possible.

Oven cleaner. Spray it and leave it for a few minutes I take it outside so there is no smell in my house and let the sun bake it on then just take it inside and wash it with dish soap and water it’s literally amazing I couldn’t believe it

I’ve never used soft scrub for dishes, but it works great in your tubs, your sinks and things of that nature

ScrubDaddy makes a natural cleaning paste called "Tangerine Clean" that I LOVE for cleaning the impossible baked on stuff, right off of my pots and pans. Doesn't take much elbow grease either.

I often leave trays in hot water & laundry powder... Obviously you wash it well to ensure no residue, but it works

Pink Stuff paste has chemicals that help dissolve baked on and rusted on spots.
Let it sit for a bit ..
Use it with a DRY sponge or scrub.

What you should try is put your stove burner on the highest setting and hold the tray above it until its clean TRUST ME IT ACTUALLY WORKS BUT IT DOES TAKE A LITTLE WHILE

Apparently using an oven cleaner but reducing the time it's used on the tray for can clean it completely without damaging the metal.
