I am dermal clinician (uni degree qualified) you can absolutely have LHR on your legs even over the metal so long as your all healed and it's been around 6months. However you may need clearance from the surgeon at clinics like this.

I‘ve had my upper lip lasered while having fixed braces. It wasn’t a problem. Maybe contact a few places that build those lasers and inquire it’d it really is an issue or if the technician was just overly cautious maybe?!
