No. Tidal gravity is there, but the water moves with the earth into and out of the tidal gravity. And that gravity is not fixed, it moves as the moon moves. If the water were fixed like he's saying, it would sweep across continents and scour the earth!

This is indeed how it works in the civular southern ocean around Antarctica. But not berween the continents; for example, in the Atlantic Ocean, it is a wave that travels from south to north every 12 hours or so, driven by the by the circling bulge in the southern ocean.
And on top of that all kinds of patterns around, for example, large islands such as Great Britain.

Its just fixed to the moon not to earth, so the bulge is not fix in space but varies with the altering place of the moon in space. So earth is not just spinning inside the tidal bulge,but the bulge is also moving with the movement of the moon. And then there is also the sun with its effect to the tide.

There are two tidal efects, from the Sun and from the Moon's gravity. Moons tides move fast, as the moon moves. Sun tides move slow but they are way weaker. Neil is speaking of those, I guess.

That is not true. - tides are 20 times bigger than they would be but there is harmonic connection the moons push happens in the Atlantic every 24 hrs but the natural period of the Atlantic ocean is 12 hours
It is like when you put your hand in a half full bath and you swish it back and forth you can get the water to go over the ends of the bath
That is why there are huge tides in the Bristol Channel but only tiny tides in the middle of the Ocean
If you look at marine tidal atlas you can see how the height of tide around the world varies hugely depending on the geography
