Really sad we didn't see Souei's promotion in the anime when rimuru "defused some bombs" as the manga put it - when he was telling his top officers they couldn't enter the tournament.

Actually that's only the reason on face value. The Empire waged war intentionally sending their armies to die thinking that it could awaken some strong humans in the depths of the hell Tempest was putting them through. They never intended on actually winning those battles. They wanted their own troops to die to see if individuals could awaken. Next is that they wanted to capture Veldora. They succeeded on all fronts except that they didn't think Tempest would 100% annihilate ALL of the troops they were sending, and next after capturing Veldora, their victory was short lived as Rimuru charged them and became a true dragon. Although Tempest did win in the end it was a very hollow victory since we get the whole Michael/Feldway plot twist and that they escaped.

This is very nice information. But the real question is. Each soul can only have 1 ultimate skill. So why does Rimuru have 4 Ultimate skills? Answer: What if it's because Rimuru has 2 souls including Ciel. What if Ciel is Lucia (Veldanava's wife) who can have more than 1 US? What if it's because Rimuru has 4 souls that he has 4 USkills? The 4 souls are: Rimuru, Ciel, Veldora (aka lizard) and Ifrit the fire spirit. Later Rimuru got all the angelic and demonic ultimate skills. What if it's because Rimuru absorbed that many strong souls so he can get more US?
