It's because it has to be carbonated water poured over the bacon , when baking it to give it a crispy layer.

Few things you need for the trick to work. Either do a decent amount of water (enough so that the bacon is sitting in water) and or cover it with a lid. Water is a great conductor of heat. So it can more evenly help render the fat out. At the point the fat is rendered out, the water is hot enough to evaporate on its own, leaving you with a lovely amount of fat to crisp up the bacon.

The same principle works with carmelizing onions faster. The steam helps distribute the heat evenly so it cooks the onions, even the ones not touching the pan surface directly.
