Hmm could a strategy be to lure in high skilled immigrants? Kind of how the Gulf States have used natural resource wealth to build cities and offer low taxes to attract desireable immigrants?

It's weird to say that the city was built by him. The Turkmen people have been around long before the modern independent republic and the city of Ashgabat is very old. Niyazov did turn it from a city of brick to a city of marble, though.

Genuine question, was most of this built after the collapse of the USSR? It really doesn't seem like something that would happen there considering how insignificant they were to the country and how much money was probably required to build this. If it was actually built after this, then was all the marble and expensive things required to build this city just imported from wealthier countries?
