I absolutely disagree with "she shrugged" not being usable as a dialogue tag. Shrugging can absolutely be a state of mind associated with a tone. For instance :
"I don't know", she shrugged
Moreover, you absolutely can shrugg with doubt over a long sentence, while raising the pitch, and "she shrugged doubtfully" absolutely conveys the tone and the intention with no regards to the actual actions of shrugging

I don't know that I really agree with the "growled" one. When used to describe human(oid) speech, it's figurative. It's describing the tone/quality of the voice, so it doesn't matter that humans can't literally growl for a whole sentence.
Also, "sighed" could work with with a one-syllable utterance. I've definitely heard a person in real life sigh out a "Yes" or a "No" for example.
