Its my understanding that portions of (East) Germany destroyed during WWII were not rebuilt until 1980 particulary cities of Berlin, Mageburg and Dresden due to the destruction by bombing.

No, they absolutely were NOT innocent. They knew what their leader was doing, and their silence constituted complicity. The only innocent Germans were the ones who actively worked against the regime and/or helped its victims. Cravenly sitting quietly until it’s all over because you aren’t personally being persecuted isn’t innocence, it’s the worst justification of selfish cowardice.
