In the original Italian book that I know well, the "land of toys" is a place where children are taken where they can "never grow up" and then become donkeys (in Italian culture the donkey represents ignorance) and be exploited as animals, there is no reference to sex but still children are exploited and killed like nothing, therefore it is easy to imagine other abuses as they are enslaved. However the pedagogical message concerns ending up "being ignorant adults because you don't go to school and therefore ending up doing horrible jobs", I don't know how much Collodi was thinking about other topics while writing those chapters. (however clearly the book and film are different, I know)

Context for the uneducated. They get turned into donkeys in pleasure island. In Italy, where the original story was written,
the donkey is a symbol of "stupidity". The moral behind Pleasure Island (or Il Paese dei Balocchi, as it was called in the original) is that little boys who scoff at education and moral codes set forth by their parents, preachers and authority figures will engage in "jackass" behavior instead, such as fighting, vandalism and underage drinking. They are often destined to grow up to become men who have no option to make a living except through backbreaking manual labor, and there are plenty of people in the world, such as the Coachman, who will take advantage of that. Rather than watching an out of context youtube short trying to associate a kids cartoon with a predator conspiracy, go to school so that you do not engage in jackass behavior. The scene is meant to be creepy because they are villains and the point of the story is to scare kids out of being retarded.
