Bro you are comparing a city dog problem with a village caste problem 😂 Do you see stray dogs in Delhi have more rights than your so-called “lower Castes” in Delhi? And dont even get me started about the social hierarchy in other countries and religions . Similarly you can educate a man to not ₹ape, but you cant educate a dog to not bite. None of the points are an Apples to Apples compariso

Stop with the silly “what aboutism”. Stray dogs are a problem. In developed countries you won’t find stray dogs.
Eg in Canada
If a dog bites or attacks someone, the owner is always responsible, even if it’s the first time. Penalty can be up to 10,000 CAD fine and 6 months jail. Sometimes the court can order the dog to be put down or always kept on leash/muzzle.
• 🔗 Leash rules – In public places, dogs must always be on a leash (except in special off-leash parks).
• In Toronto, fine is 500 CAD.
• In Vancouver, fines can go from 250 to 10,000 CAD.
• 💩 Cleaning waste – Owners must pick up dog poop immediately. Fine is 500 CAD in Toronto.
• 🆔 Every dog needs ID tags with updated owner info. Fines: 150–500 CAD depending on city.
• 🏙️ Example: In Winnipeg, letting a dog run loose = 200 CAD f
