just use a side chain. a side chain allows you to program something to dip when another frequency hits at the same time, most commonly used to duck the bass or 808 everytime the kick lands so it has room to breathe

Sidechaining the tracks to each other does this automatically in Pro Q3. It shows as a red highlight. You can also make the bands dynamic to each other, too. But the pro MB is usually better for this kind of multiband compression.

Imagine an EQ that adjusted itself depending on the notes being played by x instrument. I get that you mean the fundamental voice (as in instrument voice) frequency range vs. fundamental note.
