I think there needs to be just a bit more coverage here.
Does said study's report on Rental "Income" Tax factor in property taxes and other potential regular deductions. If property Owners are just paying out elsewhere other than just the one tax being looked at here. Also is there a divide between, Residential space rental income, and Commercial space rental income. Here in the US at least, these things are not treated the same, and there are many other taxes and fees associated with each which may or may not be deductible to your personal income taxes.
