For those looking for theory of operation, the 555 chip produces a pulse every second with its supporting hardware. The big capacitor is always charging via resistor and is connected to LED thru a switch(transistor/fet). When the 555 outputs a pulse it activates the transistor that releases the capacitor stored up energy to LEDs. Based on the resistors and the color, each led will remain lit above certain current threshold, so as the capacitor runs out, the most power hungry led go out first, blue, white, lastly is red, it has lowest power consumption. Once all that is done the 555 is off for a cycle making the transistor and led off but the capacitor will still be able to charge back to full to repeat the cycle.

Be carful about saying -12 and +12, tho it’s mostly a me thing but it assumes you have a 24v supply peak to peak rather than just 12vrms.
