Income inequality also decreases social mobility for a lot of people which means a lot of people can't significantly improve their financial situations even if they really want to. In Britain, university tuition was not only free, but qualified students were paid to attend school. This was a benefit that kept on going until it was phased out by Margaret Thatcher. Workers were generally at a disadvantage relative to their masters. Any system that privileges property will inevitably privilege the rich.

In every country, these grants end up becoming tools for propaganda under the cloak of art. Also, people with money rarely pursue art as a career.
