As an Delta pilot I can maybe add some insight. 2 things here. 1. Listen when the Captain talks about the flying time for the flight. If you hack your watch at the time of takeoff and add the flying time this will give you an extremely accurate estimated arrival time for the landing, taxi to the gate times will vary. The pilots do have the taxi time estimates and may or may not mention it. 2. The rule is to turn off the seat belt sign above 10,000 ft. This will depend on the amount of turbulence in the area which can delay the timing. Also the pilots may simply forget to do it.
On very short flights, many times they leave it on all the way as the FAs like it that way so no work for them. If you need to go to toilet then go, no one will stop you. Best to wear seat belt at all time seated. Happy Flying )

This is why it's important to prepare yourself before you board the flight. For example, use the restroom right before you board. I've been on some flights where we either weren't able to get up for the first hour of the flight, and in other cases, due to turbulence we were only allowed maybe 30 minutes out of a 4 hour flight t to be up and out of our seats. So I think being prepared with snacks of your own and use the restroom beforehand is the best thing you can do so that if you cannot get up, it's not a huge deal.
