This is more or less wrong, considering the fact that literally almost all of these episodes have at least some sort of development for either Blitz or Stolas.
Starting off with Season 1 Episode 7, it effectively confirmed so many things through one of the final shots of Blitz scrolling through his text messages. It confirmed that Blitz and Fizz were childhood friends, confirmed something happened with his mother, which got elaboration in Season 2 Episode 6. It also has huge Stolas development after that shot of him looking up at Moxxie and Millie. That's him finally realizing what he wants out of the relationship and through connecting that with the show he had been watching towards the start of the episode.
Season 2 Episode 1, this was around when Stolas and Stella started getting a divorce, so that ending had huge ramifications for both Stolas and Octavia. Also, it is foreshadowing towards Season 2 Episode 4 and with Andrealphus' existence.
Season 2 Episode 8 has huge development for Stolas again as he is finally sick of Blitz's actions (from his perspective) and kicks him out of the house. It shows how he is rather done with the relationship, and such as he begins to ignore him going forward into the next episode. It also shows Blitz's refusal to accept how anyone could love him as it builds on that established trait in Season 2 Episode 6.
Season 2 Episode 9 had a huge development for Blitz with its ending as Blitz is finally confronted by Verosika with how he treats people. She has to be the one to spell it out to him as him pushing other people away has extremely negative consequences, like with Stolas' seeming one night stand with the succubus.
The only one that maybe slightly fillerly is the ending to Season 2 Episode 4, given how it ends with Blitz shutting down Stolas' offer to see or hang out with him again, and ends without extreme ramifications / development for both characters. Theres like- minor development with Blitz that gets expanded upon in the next episode anyway? And that's about it. This was just a really bad short, honestly... 😭
