That’s been an issue for years at JFK. They even make announcements over the PA system that soliciting rides is illegal and to use the designated taxi stands, which are very clearly identifiable. But if you’re approached and they get aggressive, find a police officer. They’re readily available as well.

Good point. It’s confusing when you’re in a foreign country even if you can speak the language. I have had this happen in Mexico and South Africa as well where I wasn’t sure if they had specific monitored taxis queues.
Ugh this is so frustrating and depressing that simple things like getting a taxi have become such an ordeal, particularly after a tiring flight. It happens to a lesser extent at Melbourne airport too. If you ignore them they generally won’t follow up.
My approach when this happens if I have a free hand I put it up in the stop sign ✋ and say firmly and loudly “no thank you” as I keep walking which can deter others about to do the same. If they follow and continue I say “Stop. No.” Once again with the hand signal.
This combination of readily understood hand signal and tone of voice clearly communicates to the aggressor and can attract attention and help if needed.
