Really? If we followed your guideline for all practical purposes with respect to how long a second is in the Proximity of the gravitational influence that the earth has in this region of space. Our GPS satellites would be completely inaccurate.As was stated by another reader. Another interesting fact you may also take into account is that special relativity begins to play a role with respect to g p s satellites and their speed. The faster the object is moving, the greater the time dialation. In order to be accurate , both of these properties (of spacetime) must be taken into account.

Unless you are the GPS system and require precise time keeping. Then a second on orbit of the earth is not precisely the same as a second on the surface of the earth.
