If the fan is blowing into the tube this causes turbulance along the pipe and this causes a resistance to airflow. But if the fan is sucking from the tube you have no turbulance and more airflow I have tried and tested this theory in practice.

The fan has to be on the output end of the tube otherwise the extraction system will not work.
