The first official academic recognition of putrescine was by Ludwig Brieger, a 19th century Berliner who worked as a physician, pathologist, chemist, and medical writer. Brieger also is credited with cadaverine, a similar foul-smelling chemical associate with decomposing human corpses.
However, there's strong reason to believe that the first people to utilize concentrated amounts of putrescine/cadaverine were Swiss alchemists back in the early Middle Ages who discovered it in the search for an "elixir of immortality." One common approach for alchemists at that time was to attempt to slowly convert their bodies into, "walking corpses" by regularly consuming putrefying substances.
