Liquor laws vary from state to state with the southern states having the most restrictive laws.

The norwegian liquer laws are mostly because of the christians people party (KRF). The same party made a big deal of shops and supermarkets in general being closed on sundays.

In USA regulation is set to aid companies make money at your expense. In Norway regulation is in place to keep you safer and to avoid abuse.
Secondly, there are no liquor stores in Norway. You only have the Vinmonopol (wine monopoly) run by the government. Only they can sell liquor, but you can get some beer products at grocery stores. Taxfree stores at the airport is the only exception.
