I’ve been there on the US side. It’s a state park, It’s called border field state beach! No one was really on the US side. Theres also barbed wire all around the fence in the water.

I lived in Imperial Beach and you can WALK around that wall at low tide...Any good swimmer can swim around it.. In border park use to have a HOLE in the fence and people would walk back and forth..

Ive been there countless times, i use to walk across to mexico to get prescriptions for my dog since it was way cheaper in tj than in the US

I’ve swam to Mexico and back several times. It’s easy along the border in south west Texas. You can walk across the river in some places.

I visited the state park there almost 20 years ago. It was a pretty quiet day. But there was one family eating lunch together there. The father was on the U.S. side and the wife and 2 kids were on the Mexican side. Having a picnic like nothing between them, but the father was likely in the states for work during the week.

I went here in 2003 to surf for 4 weeks all over San Diego and Southern Los Angeles for their seasonal southwell system. I surfed Imperial a few times. On one particular day there was a sandbar about 200 yards on the other side of the fence. I was an idiot kid. I had no idea what it was. I was only 17. I paddled around that fence and surfed that sandbar for probably 2 hrs and when I was done I just drifted right back cuz again it was a powerful South swell. No one mess with me. no one even said anything to me. I didn't even know that I'd crossed into Mexico until I went to the imperial surf shop and told them the break that I had found that was firing better than all of the others on the opposite side of that big fence. You see I'm from the East Coast of the U.S and at one of my home breaks we have a fence very similar to this and it's a part of the military base and we're allowed to enter it as long as we don't get too far into it. They usually give us about 300 yards unless it's one of their ammunition days and if that's the case they've got a lot of men on the beach to make it clear that it's an active day. That's the only time that they actually enforce it aside from if you were to walk all the way back into damn neck. Then you're getting in trouble.

So my ignorance is a child just thought that it was the same thing and it wasn't a big deal. The guys at the surf shop looked at me like I was nuts and then explained why.

I asked about this during a trip to this stretch of the border for a migration class in college. The professor told me he knew a guy that would take people across on waterskis. He ran into the dude in the middle of San Diego sometimes soaking wet after a trip across. He eventually got caught selling the waterskis on craigslist

In 2007, I walked on the sand from the San Diego side into Tijuana. No wall.

Also, I surfed. The waves were not rough.

I grew up in this area with my dad who was a Border Patrolman...the entrance at the end of this video says Tecate which is about 60 miles east of San Diego
