Depends. If you're painting with the same type of paint over the same type of paint it's fine. Just be sure to sand it good! I've tested this numerous times in my shop

When we moved into our current house about a year ago, we had put our dog out in the garage, thinking everything would be fine... But when she wanted back in, she decided to scratch at the door, and the paint scratched off just like it did in your video! If only the previous owners had used a bonding primer...

Bonding primer is overkill. You can test a small area with the new paint first wait 12 hours if it doesn’t scratch you’re good to go. If it does scratch and Peele, then it’s time for a bonding primer or some thorough sanding or both.
