I'm not that experienced with Dell, but if unplugging and reinstalling the RAM doesn't work then try loading up the system diagnostics by repeatedly pressing F12 on boot and in the boot menu there should be an option to run diagnostics. Select Memory test ( Note: there may be two options quick and extended. Either should be fine) Once the the test finishes it should give you an error code which might help find the solution.
Side note for extended test: There may be an option for a portion of the test, it is approximately 180 minutes long. So if you got time and want to select that part as well you can give it a go.

So what's the issue if you don't mind me asking? I'm not necessarily that like 200 IQ tech nerd but I'm pretty good at diagnosing problems and repairing computers.

Remove them for about 5minutes then reinstall them or change the slots where you are putting your ram
