I'll just throw this out there. It's absolutely pure speculation on my part.
The Electrician showed up. Looked the job over and said it was going to cost a whole lot more then they were willing to spend. I have no issue with having a budget. Rewiring a building is in no way inexpensive.
If I'm that Electrician. I would walk too.
Just because one can make something electrical function. Does not mean it's safe or correct.
This has been a good series to view other wise.

As an electrician apprentice.
He probably walked because it was being wired as a grow room and avoided lawsuit.
Otherwise, this is an EASY job and wouldn't cost much nor take a lot of time.
Worse, anyone saying otherwise is probably a private electrician, USING that as his leverage to make BANK like most do.... because i have YET to meet an electrician who pushes a broom, cleans their messes, cuts holes, or does any form or manual labor yet.
Most I've seen and worked for point bark and inspect that's it. Why? People are scared of eletric and they take advantage of it.
Sadly they are no more important than plumbers or other workes on the job....
But for some reason, electricians are scared to work arrogent pricks 90% of the time.
My personal opinion and experience, other comments can jump off.

So, you had to create a double male extension? Is that the "suicide" wire I'm seeing mentioned? Basically, you had to plug into a hot outlet and then plug into another dead one in order to run power over there and get lights? If that's the case, why not just spend a little more, run conduit along the wall to the other side and then have proper electricity in that little shop?
