So judging by the laughable inaccuracies of the rockets im guessing that they are cheap model rockets from a toy store that are just stuck to the side of a toy helicopter. This machine would be far better off as a battery powered chopper due to the limit of range caused by the tether as well as the fact it gives away your location. You could just put the rockets on a balloon or a long stick and get the same result. Again im only guessing but id say they couldn't be bothered making a simple remote controlled igniter for the rockets so the reason for the tether is just to supply the rocket igniter with power from a ground based power supply or battery. For about $10 extra and an hours work you could have had a fully remotely operated rocket armed chopper and for another $20 and a couple of hours work you could have had remote controlled rockets (guided missiles) as well. This is like an experiment a teenager would make in his shed in an hour .
