Mystery finally solved! I just kind of assumed they starched the heck out of an already stiffened fabric, but crinoline cages for the arms makes much more sense.

Interesting, I always wondered what kept the sleeves poofy, I thought maybe they were stuffed with a fabric like tulle, but this seems more practical.

When I was little I used to love to draw stick figure princesses. I also loved the look of sleeve puffs. When I would draw my princesses I would always include the triangle for the dress and two circles on the chest for the sleeve puffs. Needless to say all the adults that saw my drawings had a lot of questions. My mother always had explain to them that they were princess dress shoulder puffs lol
