The CRJ stopped approximately 50' short of the stop bar on a crossing taxiway. When Delta rolled past there wasn't enough room and the wingtip of the Delta knocked the CRJ's vertical stabilizer over 90 degrees to the left. Not really the pilots fault, they can't physically see the wingtips from the cockpit and estimating that much distance is hard by eyeball. If the CRJ had pulled forward all the way to the stop bar like they should have there would have been plenty of clearance between them.

Pilots have very limited visibility from those windows up front. Those airplanes are huge; the wingspans are over 200 feet. So it's up to the TOWER to tell them when the taxiway is clear enough for them to travel, and to steer them away from any potential obstacles. It's not like driving a Geo Metro; you can't drive a 747 across the airport without a spotter to guide you. So this sounds to me like a failure of the tower controller to notify the pilot that the taxiway was not cleared.
