You're right, the only way this rule can be enforced is through technology, or through service judges at top tournaments standing behind in line with the receiver (more subjective). Service judges would instantly reduce the number of illegal serves though.
I don't believe WTT (ITTF) doesn't have the money to develop the technology. They have many connections in the Middle East and China. There are many companies in this area who would work with them.

The rules state the serve must be visible, without obstruction from the entire time from the start of the toss to contact. If at *any time* the ball is not visible, its a fault. That means your arm could cross in front, your head, literally anything. These serves are so blatantly illegal. This isn't a criticism of Noshad either. Dozens of top players do this exact technique including WR1.

there should be 2 umpire in front and back of both players to see if the serve is hidden or not, the side umpires could only score and see if the ball is tossed legally
