Good point! The thing is that when the fire nation attack the air bender, there was a comet happening. The anime series shows that the air bender or any other bender during the comet couldn't use the powers, only in that in the live action doesn't show it. The comet increases the power of fire and "stops" the others.

I think there is a pseudoscientific explaination for this. Similar to how earthbenders can bend dirt and coal but not purified metals, airbenders do not control specific gasses in the air. The only time we see some like this is in TLOK where Zaheer airbends the oxygen out of the earth queen, however this is less about bending oxygen specifically and rather Zaheer creating a vacum that extracted the air from her lungs. Anyway, it would seem that airbending can't counter firebending because they can't single out oxygen as a specific gas and creating those vacuum spheres would leave them vulnerable to attack by other soldiers.
