I'm no expert, but I've got a feeling that if you transmit w/o a liscense during a massive emergency that resolves like a hurricane... you're probably gonna get in a little trouble for "wasting bandwidth" or however they'll phrase it.

Its just easier to talk to a ham radio operator and learn how to become one. Gordon West has put out the study materials including the question pools.

If you have a ham friend use there call sign to test your radio for handheld uhf vhf if it is hf there are stations that are seldom used

You know you doing your thing is your thing. That's fine, but maybe you ought to read about what the purpose of the ham radio license is and how it has helped thousands of people during emergencies. It's like everything else, just because you have the right doesn't mean you don't have an obligation. Has recently allowed those networks to open. Is that people agree that if they are licensed they will help people in need and act as an emergency communication network? If you can't respect that, that's on you.

Yeah, but if your plan for an emergency involves illegally transmitting on a radio that requires a license, there is a problem with that. Just sack up and get the damn liscense. It is extremely easy and inexpensive.
