The scriptures being quoted are in reference to the lower law and the laws of man. Marriage can last forever, but only if done with God’s proper authority. Let’s look at a couple scriptures:
Genesis 2:22-24
“And the rib, which the Lord God had taken from man, made he a woman, and brought her unto the man. And Adam said, This is now bone of my bones, and flesh of my flesh: she shall be called Woman, because she was taken out of Man. Therefore shall a man leave his father and his mother, and shall cleave unto his wife: and they shall be one flesh.”
Ecclesiastes 3:14
“I know that, whatsoever God doeth, it shall be for ever: nothing can be put to it, nor any thing taken from it: and God doeth it, that men should fear before him.”
So if God married Adam and Eve, and if what He does is forever, doesn’t that mean that their marriage is for forever?
Matthew 18:18
“Whatsoever ye shall bind on earth shall be bound in heaven: and whatsoever ye shall loose on earth shall be loosed in heaven.”
So, Christ gives his apostles his authority to bind things in heaven. So, like God did for Adam and Eve, his apostles could also bind a man and woman together such that it lasts forever. It is specific authority given to specific individuals, not general authority given to anyone who merely believes.

Paul, used Civil marriage as an illustration because that’s all they had was civil marriage at that time. They were not performing temple marriages. So illustration was applicable and they did not last beyond this life. Had they’ve been implementing eternal marriages at that time/temple marriages. He probably would’ve picked a different illustration or at least spoken differently. But what he said did apply to the civil marriages that existed at the time. The problem is you are conflating the words spoken of temporal marriage with unmentioned principles of eternal marriage. Just because Paul, chose not to mention it doesn’t mean it didn’t exist.

Matthew 19:6
