Just curious, which breville machine has the most amount of steam wand power? Is it the dual boiler? I think if I am buying a 1000-1500$ dollar machine, steam should be powerful, dry and quickly ready

15 seconds is too long. At most 5 seconds of aerating is good. If you do for 15 seconds, then you will have too much foam.
