I’m 90% sure that people miss that Savitar has infinite speed, it’s true that he appears slower than later seasons of the Flash but remember, the longer a speedster spends time in the speed force, the faster they become. In Season 4 Barry showed us that was possible since he came out faster than he was before he entered the speed force when he fought Savitar (Barry was obviously slower).

One thing people don't understand is when you are one, you are with and connected to the speed force, you can drag out as much speed as needed or wanted. One version of Barry (that I'm aware of, in comics) did exactly this and has endless speed but chooses to limit himself because he doesn't want to end up corrupted by power.
That said, Savitar is already corrupted. If they wanted to not play around and just end it, they'll get all the speed they want. Not to mention Savitar can manually open breaches without having to run miles or consistantly in place. Just takes a step and it's open
Berry has to run run run before he could open one, Godspeed had to stay in place on the treadmill just to open it, zoom (who's NOT a speedster if we bring up comics) takes so long to open one by hand and could have been easily stopped if people didn't stop to watch.
