Anyone can own a Robotaxi. The Robotaxi's in Austin run on hardware anyone can buy right now from Tesla. A personnel Robotaxi is just an OTA update away. My "Robotaxi" takes me 112 Hands-free miles from Chicago to Oshkosh for EAA Airventure. FSD may not be legally Level 4 yet, but it is functionally level 4.

I did Charleston to Miami on the beta, for the most part. it does okay but if a lot of people start switching lanes even in level 4, it will immediately drop down to level 3, there's also a bridge near where my parents live in Tampa, Florida that every Tesla even Ubers I've been in. it thinks that there's a truck coming right for you. like a row of them. I don't know why it's one particular bridge FSD will not work within 3 mi of the bridge now after the latest update
