The Dies Irae does not overemphasize judgement and damnation. It merely emphasizes it, which is entirely appropriate in Masses for the Dead. It also emphasizes the resurrection and the hope of eternal life. The traditional Roman Mass for the Dead masterfully walks a fine line between maintaining a sombre attitude out of reverence for Christ and sorrow for the sins of the dead, with understanding of the real possibility of damnation, and hope in the coming resurrection promised to all those have placed their faith in Jesus Christ and walked in His ways.

It may be trying to make us more prepared for our judgment to come and does make us more aware that we should strive to be more holy in the end. The negativity just came from the purveyors of the new rite of mass which IMHO has made us worse than before in our morality, our awareness of our mortality and our inability to seek God and His love. The TLM brings it all back as well.
