I'm a retired vet tech. And I can't even count how many cases of this I personally have seen! Owners every trying oxygen at home to make their poor dog more comfortable. As a surgery tech, I have monitored anesthesia for literally DOZENS of soft pallet reduction and stenotic nare repair. Those surgeries help, but many times the relief is temporary. The dog community needs responsible and ethical breeders!

She put in an important qualifier. "To the point they were dying". If she really didn't see them often she would just say "i havent seen more than 10". Adding "to the point of dying" is how liars get away with it, or make their statement technically true.
