Danny doesn't know what Luffy actually wants because none of us really knows what Luffy actually wants.
Luffy doesn't just want to be the freest man in the world. He wants to be recognized as the freest man in the world. Not to mention he has a secret dream beyond that. He thinks he needs to become king of the Pirates in order to reach his true dream.

Being able to be free on one specific lawless island isn't exactly the definition of being free. Neither is luffys definition of being the freest man alive just doing what he wants. Luffy wants adventure wherever he goes and yeah, he can do that, but there are horrible people everywhere that still try to stop him and for the longest time, they could.
Luffy becoming Nika, the symbol of freedom, means way more than just what the plot entails. He finally has the strength to challenge basically every obstacle in his way. He wasn't able to do that before. When he tried, Kuma, Kizaru and Akainu happened. He has to become the strongest to life as freely and joyful as possible in a world that literally has a Government controlling the entire fucking world.

I think it's the best way to explain Luffy's beliefs. He's free, nothing's really holding him down and he fights anything and anyone who tries to, it being the world government, other pirates or anyone really. He knows the value of freedom and how lucky he is to have it, so when he see's his friends unhappy, subjugated or their freedom being generaly baffled, that's what motivates him to keep fighting. He's not an anarchist, he's actually kinda selfish in a way, wanting freedom for him, his friends and the friends of his friends, not really caring about what happens to anyone else.

I think that since luffy is able to do what he wants due to him and his friends helping him and that he gets to have fun and leave wherever he goes in a much better state without even having to think it through sometimes and truly enjoy the life of a pirate id say luffy is more free than anyone can give him credit for

Iâm going to explain this in the best and simplest way as it seems no one has thought about this, the best answered to this question is âwhat do you think freedom is?â Some people who have different answers and thatâs exactly the point, everyone has their own kind of freedom meaning you canât say he doesnât want freedom because maybe he does just not the kind that youâre thinking

Luffys dream to be king of the pirates is freedom. Its the ultimate expression of it. He doesnt have a goal to destroy the marines or the government. He is reactionary to the world around him, that he is freely exploring.
He is enjoying the journey and exploration and discovery, because thats freedom. He isnt attaining some goal or dream that he would feel content to die for or after.
He is content to die right now if he dies in pursuit of his freedom. Thats what youre forgetting.

We dont even know luffy's dream yet, so an arc based on challenging it doesn't make sense. Also luffy would not pay any attention to someone trying to challenge his ideas. The most he would do is maybe punch him if they went too far. Andc that's the best part about him, he doesn't needs to be complex. He know what he wants and fights for it.

Bruh, he's made friends in countries that literally either just worked to death, enslaved, controlled, murdered, etc and he doesn't want that to happen to anyone else. It's not just that he wants to be free, he wants everyone to be free, especially if he befriended a single person from said place

If you asked him, I imagine Luffy wouldnât be able to articulate it in a satisfactory way, but he, intuitively, knows what he wants. As a result, he cannot be challenged on his position, due to him being completely and totally headstrong in his pursuit of his dream. The exception he gives himself is, if his dream come into conflict with his values, his values will always win. He wants to be the most free person in the world, but not if it means stepping on people he cares about, or getting there the easy way.

Everywhere heâs visited has been subjugated by some sort of ruling force. Discovering that these fantastic places and new friends are being oppressed by people like Wapol, Croc, and Enel is what Luffy canât stomach.
