Throttling doesn't actually do a very good job of matching the cooling. By the time throttling kicks in, the chip is already too hot, so it overcompensates by bringing the target down way more than actually necessary. By dialing in that power target manually (limit your CPU power until just before it throttles under load) you can get SIGNIFICANTLY better performance. My personal experience is about a 20% gain on a 13900k.

Desktop PC users are often terrified of their CPUs hitting 80 degrees C or more.
For laptops, this is the normal CPU temperature when doing anything beyond idle.
And they don't use different silicon for either. They castrate them to reduce some lanes, clock them lower, use binnings that have more defects in the on chip caches and simpy disable some of them, too etc.
And people put notebook chips in desktops to save electricity and desktop chips in (big) notebooks to gain performance.
But the silicon of them are the same and thus, their thermal degradation is PROBABLY very similar.
Chips for industrial, automotive, aviation applications, on the other hand, do use different silicon and different processes to make them a lot more durable and heat resistant. At the cost of performance, of course, but the tryhards don't game the newest AAA title at 8K ultra on them. For now, at least.

I can attest that instant spikes in CPU temp won't kill the CPU immediately. When I was learning overclocking and PBO for amd, I incorrectly set up my 5950x and it would immediately hit 150C. It did this a few times before I caught on. But it's been running solid ever since and haven't noticed any issues performance/stability wise.
