The verse is directed to muslims at war.
You made a good point, disbelievers can become believers, in Islam, it's forbidden "EVEN AT WAR" to kill women, children and innocent people (who are not fighting).
But as I said, the verse means you should kill those who fight you, until the war is over. Don't surrender or something like that, which I believe is very logical.
There is a verse in the Quran that says :
"There shall be no compulsion in [acceptance of] the religion". You can't just go kill people or make them believe in Islam, because that wouldn't be real belief, instead you should advise them so they accept the religion trully.
