As an All-Star main who played All-Star for over a decade, I can describe exactly what this All-Star was thinking.
He was wanting to secure his Imp Punt victims by leaving them muddled, because he knows there's a chance you or someone else would survive if you were healing each other.
So he wanted to cover you all in mud first to stop you from healing, and then he would use the Imp Punt. I can tell by the desperation in his Imp Punt that his Plan B was Sprint Tackle if you lived, but he was vanquished before he could do it.
