The problem with Momo and Kiri is even if they wore a more modest costume, their quirks would just tear it up. Which is more so a problem for Kirishima, but it would waste Yaoyorozu's energy to make a new suit every time hers got ripped, she can't fight and worry about her clothes at the same time. They breached the subject in the show during an interview with Midnight and Mt. Lady about how in able for some quirks to fully function properly, you may need to sacrifice modesty. Some quirks just aren't compatible with clothes.
