The dogs didn't attack, the dogs didn't attack. OK? This teen is obviously terrified of dogs and this owner had no recall, no leash, no sense of urgency. I don't care of they attacked her or not the kid was obviously scared. Stop making excuses for bad owners who refuse to control their animals

If a person is afraid of dogs and doesn't know what a dog's behavior means a friendly jumping dog can be frightening. A dog running up to you is seen a a dog attacking. Especially if someone has a fear of being bitten, been bitten or seen someone else bitten. Doesn't matter if its a big or small dog. People who are afraid of dogs just see teeth. The girl isn't being dramatic. She's genuinely afraid. The owner should've had them on a leash.

Notice the dogs didn't bite at all? I am not excusing the owners behavior (Always keep control of your pets!) however it is a stretch to call this an attack. Honestly it looks like they tried to cut the video a lot to make it look worse (I counted 22 cuts in a 33 second clip).

You cannot act that wat around dogs, you need to stand up to them and let them know you're not their plaything. The way she reacted is a large reason why they acted like that.
That being said, that is a TERRIBLE owner! Obviously those dogs haven't been trained at all so she needs them on a leash ANY time they go outside. She should get sued so she understands her dogs should not become other people's problems because she cannot control them.
