The simple answer is anybody caught on an e-scooter or e-bike that doesn’t have lights, breaks the speed restrictions or the rider isn’t wearing at a minimum a helmet should have the vehicle immediately seized by the police. In exactly the same way that the police will seize an uninsured vehicle. And yes they should hold some sort of insurance either separate or as an addition to an existing policy such as motor vehicle or home. If the rider is under 18 then it should be the parents legal responsibility to carry the insurance

Pro's and Con's to such transport options..Some Con's are Pro's during hard economic times as well, however there are many whom still require affordable means to travel between points such as doctor visits, perscription pick
ups..etc.
Folds up in tight spaces such as apartments or "Flats" if I understand the proper English term correctly.
Prefer a bicycle myself, but can see where one of these units would be most welcome. A bit out of my range regardless...would be nice to have for picking up the mail on them days where inflamation of the hips and knees get the better of ones ability to walk..especially when there is no tylanol on the convience store shelf.

People who have to get public transport, can not rely on, buses always cancelled or late, trains always cancelled or late, having to walk home late at night as no other transport, People are getting E-scooters, because more and more people are finding it difficult to keep a job, because of public transport, so the government can say what they like, we all know that them main reason, is because they know once or if it becomes legal, more and more people will choose the e-scooter over there car, for short distance, just to save money, which is less money in there pocket.

I heard some guy wanted to make a machine that doesn't need horses to pull it. They call it an automobile. They travel fast and could kill someone if they get hit by it. I say ban them, and let's stick to our horse and buggy.

Today's argument about Escooters is no different to that of the first cars, times change and technology moves on and so must we.

Good grief! Regulation and red-tap loving Japan has actually beaten the UK in introducing laws to legalise the use of e-scooters?? Here (Japan), e-scooters must be registered, have proper lights (including indicators) and a number plate. A small number plate of course, but has to be displayed at the rear and lit at night. Only riders of 16 and above may use them. In 2023, the road traffic law was amended to allow their use without a full driver's licence. Previously, they were classified as mopeds and required a moped or full driver's licence.
