This circuit just makes the potentiometer worse at controlling the servo. The only reason we use pwm to control servos is it is the only way to modulate voltage on a microcontroller. Basically you converted analog from the potentiometer into digital using the 555 timer then used the analog component of that to make a servo run super twitchy.
