The central controller can be either an air pump and something that gradually raises air pressure over the day and moves solar devices on equatorial mount or it can be one tracking solar panel on horizontal rotating mount that runs a pump and valves that moves floats to move itself and its "zombie" (no tracking) solar panels on the exact same setup.
